Amit Shah Showcases ‘Five Ps’ Vision as Cooperation Ministry Celebrates Four Years of Reforms

Union Home and Cooperation Minister Amit Shah on Sunday marked the fourth anniversary of the Ministry of Cooperation by unveiling its guiding framework — the ‘Five Ps’, reflecting a comprehensive roadmap for inclusive development through cooperative institutions.

Speaking at a public event in Anand, Gujarat, Shah highlighted that over 60 key initiatives have been launched under Prime Minister Narendra Modi’s leadership since the Ministry’s inception in 2021.

“In four years, the Cooperation Ministry has introduced more than 60 transformative initiatives based on the Five Ps: People, Pack, Platform, Policy, and Prosperity,” Shah said.

He elaborated on the framework:

  • People: Ensuring the benefits of cooperation reach the common citizen.
  • Pack: Strengthening primary cooperative societies.
  • Platform: Creating digital and national-level infrastructures to boost cooperative activities.
  • Policy: Framing robust policies to promote a sustainable cooperative ecosystem.
  • Prosperity: Focusing on collective societal welfare, especially for farmers, labourers, and the underprivileged.

Shah also stressed the importance of transparency and accountability within the cooperative movement, warning that cooperatives without integrity or technological adoption cannot withstand modern competition.

“Cooperatives must embrace transparency, technology, and member-centric governance to thrive,” he said, calling on cooperative leaders to internalize these core principles.

The Ministry of Cooperation was established in July 2021 with the motto “Sahakar se Samriddhi” (Prosperity through Cooperation). Its mandate includes providing a dedicated administrative, legal, and policy framework to strengthen the grassroots cooperative movement across India.

Key efforts of the ministry include:

  • Promoting multi-state cooperative societies.
  • Digitization and modernization of cooperative institutions.
  • Facilitating ease of doing business for cooperatives.
  • Expanding access to development in rural and underserved areas.

Concluding his address, Shah emphasized that the ultimate goal of the ministry is to empower every village, enabling inclusive national development through cooperative participation.
