NHRC Takes Suo Moto Cognisance of Caste-Based Assault on Dalit Men in Odisha’s Ganjam District

The National Human Rights Commission (NHRC) has taken suo moto cognisance of a shocking incident in Ganjam district, Odisha, where two Dalit men were allegedly brutally assaulted and publicly humiliated by members of another community on June 26, 2025, over suspicion of cattle smuggling.

According to media reports, the victims were tied up, beaten, partially shaved, and forced to eat grass and drink drain water. Their mobile phones were allegedly snatched, and the attack—marked by clear caste-based overtones—has triggered public outrage and local protests.

The NHRC described the alleged acts as grave violations of human rights and emphasised the urgent need for accountability. It has issued notices to the Chief Secretary and Director General of Police of Odisha, demanding a detailed report within two weeks.

The Commission has sought information on:

  • Actions taken against the perpetrators,
  • Status of any criminal proceedings, and
  • Relief, support, or compensation provided to the victims.

Calling the protection of marginalised communities a constitutional responsibility, the NHRC urged swift and impartial investigation to uphold justice and maintain public trust in the legal system.

The incident occurred in broad daylight while the two men were reportedly transporting cattle for a wedding, not for smuggling. Despite filing a police complaint later that night, the delayed response and public nature of the humiliation have sparked criticism and concern over rising caste-based violence in the region.
