DMK MP Tiruchi Siva Seeks Rajya Sabha Debate on Bihar Voter List Revision Under Rule 267

Dravida Munnetra Kazhagam (DMK) MP Tiruchi Siva on Friday submitted a notice under Rule 267 in the Rajya Sabha, urging the suspension of scheduled business to discuss the Special Intensive Revision (SIR) of electoral rolls currently underway in Bihar.

In his notice, Siva expressed serious concern that the ongoing revision exercise, being carried out by the Election Commission (EC) ahead of the upcoming assembly elections, could lead to the disenfranchisement of citizens and poses a threat to universal adult suffrage in India.

“I seek your consent under Rule 267… to discuss the Special Intensive Revision of electoral rolls in Bihar, which raises concerns about the disenfranchisement of citizens and threatens universal adult franchise in the country,” the notice stated.

Earlier in the day, AAP MP Sanjay Singh also submitted a Rule 267 notice, seeking a debate on the 25 per cent tariffs imposed by the United States on Indian exports, highlighting their impact on the economy and MSMEs.

Meanwhile, the Rajya Sabha is expected to consider key legislative business today, including:

  • A statutory resolution to extend President’s Rule in Manipur for another six months, starting August 13, 2025.
  • The Carriage of Goods by Sea Bill, 2025 for consideration and passage.

Union Home Minister Amit Shah will move the resolution on President’s Rule, which was imposed on February 13 after Manipur Chief Minister N. Biren Singh resigned amidst ongoing instability.

As the Monsoon Session of Parliament continues through August 21, both Houses have seen repeated disruptions, but are expected to proceed with significant legislative deliberations in the coming days.
