Hockey India Hails Passage of National Sports Governance Bill as Historic Milestone

Hockey India has welcomed the passage of the National Sports Governance Bill in Parliament, calling it a landmark moment that ushers in a new era for Indian sports administration. Described as the country’s first unified and comprehensive legal framework for sports governance, the Bill marks the culmination of reform efforts that began more than a decade ago.

According to Hockey India, the achievement reflects the “visionary leadership” of Prime Minister Narendra Modi and the “determined efforts” of Union Sports Minister Mansukh Mandaviya, who steered the long-awaited legislation through Parliament.

The Bill establishes a new benchmark for transparency, accountability, and ethical management in sports by setting clear rules for National Sports Federations and the Indian Olympic Association. It mandates fair elections, financial openness, and inclusive representation, including at least 30% women’s participation in governing bodies.

Key provisions include the creation of athlete commissions to ensure players have a strong voice in decision-making, robust safeguards for athlete welfare—particularly for women and minors—stringent anti-doping measures, and safe sport regulations. The legislation also aligns with Olympic and Paralympic Charters, reflecting India’s ambition to play a leading role in global sports and its aspirations to host the 2036 Olympic Games.

Hockey India President Dilip Tirkey hailed the Bill as “a truly historic day” for Indian sports. “For the first time, India’s sporting world is anchored by a clear, athlete-centred, and transparent legal framework. This reform will inspire new confidence among athletes and stakeholders, aligning our governance model with global standards,” he said.

Hockey India Secretary General Bhola Nath Singh described the Bill’s vision as “transformational,” noting that it brings all sports organisations under the Right to Information Act and enforces compliance with international anti-doping and ethical norms. “It guarantees integrity, fairness, and real protection for athletes, strengthening India’s reputation on the world stage,” he added.
